Silent Moons Camp is a small Nordic ruin located northwest of Whiterun and inhabited by bandits. There's a lake somewhere that mocks it too - in its center a skeletal arm lifts up a levelled sword in reference to the Lady of the lake presenting a sword (Exalibur) to her chosen champion (Arthur)Additionally, I cannot prove it, but of the mods you have that touch around Silent Moon Camp, Epic Crab's Lawbringer+ seems a likely culprit.
